The National Institute for Community Culture and Public Collection, as a background institution of the Ministry of National Resources, has the vocation to promote all fields of the community culture.

Its founding document declares: the greatest public interest network of the Hungarian cultural life is the network of institutions for community culture and public collection which are working in close cooperation with local associations and local communities. These institutions have the mission to support the Hungarian nation by creating and consolidating a sense of national and human belonging through encouraging community activities. The institutions responsible for community culture provide the place for the activities of the different communities, and the public collection institutions conserve and transmit national values.

The National Institute for Community Culture and Public Collection is active on the national level, depends on the government budget and represents the whole Hungarian community culture. Its vocation is to support and animate the national network, to reduce the inequalities within the network and to contribute to the development of the Hungarian society and its successful future.
